  • Jan. 2008 – In association with Bekker Compliance Consulting Partners, LLC (BCCP) as Executive Compliance Consultant under written contract with BCCP, provides regulatory compliance consulting services to BCCP’s financial services clientele.
  • Jan. 2008 - In association with Lawrie Savage and Associates contracted be the Ministry of Finance in Bahamas to strengthen insurance supervision and establish a Financial Services Commission as a single regulatory agency responsible for the supervision and regulation of insurance businesses and securities activities.
  • Oct. 2007 – Contracted as a technical advisor on international and cross banking development to the Banking Supervision Department of the Bank of Ghana. The assignment covered issues such as the benefits and challenges of offshore and international banking, the institutional and infrastructural requirements, AML/CFT issues, effective regulation and supervision, international cooperation and exchange of information, and consolidated supervision.
  • Aug 2007 – Present – Conducting in association with ChrisMathers Inc AML/CFT independent audit assessment of mid-size securities brokerage firm in Canada. The assessment includes a comprehensive review of the firm’s policy and procedures, review of electronic KYC/CDD documentation, review of offshore accounts, institutional and retail clients’ transaction testing. Project involves conducting high powered meeting with board of directors and senior management and director as well as benchmarking the firm’s AML/CFT framework against other leading securities brokerage firms in Canada.
  • Jul. 2007 - Contracted as a Bank Supervision Advisor under the technical assistance project in the Commonwealth of Dominica, financed by the World Bank (WB) and executed by the International Monetary Fund through CARTAC to conduct BCP and IAIS Self-assessment. The assessment covered offshore banks, insurance companies, credit unions, MSBs, a state-owned development bank and building and loans institution. The 2006 BCP and Methodology were used in the assessment of the regulatory and supervisory framework for credit unions.
  • Jun. 2007 - Contracted as an Advisor under the technical assistance project in Belize, financed by the United Nations Development Programme (UNDP) and executed by the IMF through CARTAC, to facilitate workshop for supervisors and credit unions.
  • May 2007 - Contracted as IMF External Expert for Technical Assistance Mission to Macao, SAR financed by the Government of Canada. Facilitated workshop on AML/CFT risk based approach, on-and off-site inspection as well as provided technical assistance with the preparation of AML/CFT manuals.
  • May 2007 – Project leader for CGCA Team of leading independent insurance supervision consultants from Australia, the U.K. and the U.S. that prepared a formal World Bank (RFP) to provide consulting services for the World Bank’s Financial Sector Capacity Building Project to development of the overall framework for insurance supervision in Ethiopia - (RFP20/QCBS/H239-Et). The preparation of the RFP included a Technical Proposal (TP) and a Financial Proposal (FP). The TP included the CGCA Team’s methodology, organisation and staffing, team composition and task assignments, staffing schedule and work schedule. The FP included CGCA Team’s summary of costs, breakdown of costs by activity, breakdown of remuneration and reimbursable expenses. On the results of the evaluation of the TP by the Ethiopian Authorities, the CGCA Team placed second scoring 82 points about 3.5 points below one of the World’s leading insurance supervision consulting firms, Lawrie Savage and Associates.
  • Feb. 2007 - Project leader for CGCA Team of leading independent insurance supervision consultants from Australia, the U.K. and the U.S. that prepared an Expression of Interest to provide consulting services for the World Bank’s Financial Sector Capacity Building Project to development of the overall framework for insurance supervision in Ethiopia - (RFP20/QCBS/H239-Et). The CGCA Team was short-listed with three other leading insurance supervision consulting firms including Lawrie Savage and Associates, Ernest and Young and QED to submit formal World Bank Request For Proposal (RFP).
  • Jan. 2007 – Jul. 2007 - Contracted by the Regulatory Division of KPMG, Leeds, UK to provide technical assistance for KReview in the Latin America and Caribbean Region. KReview is an e-enabling software designed to aid financial sector regulators conduct compliance monitoring.
  • Jan. 2007 – Jul. 2007 - Contracted by The Centre for Financial Services (CFS) at Seneca College of Applied Arts & Technology in partnership with the Association of Canadian Compliance Professionals (ACCP) to research and prepare modules for the Certified Financial Compliance Professionals (CFCP) Certification Program. The CFCP is a knowledge and skills based certification program to provide uniform, practical training for current and potential compliance professionals in the mutual funds dealer industry.
  • Nov. 2006 – Mar. 2007 - Contracted by Citigroup Fund Services, Client Administration for 2006/2007 RRSP season to process and ensure quality control of financial and non-financial transactions for mutual funds companies including Primerica, ROI, PIC, CBL and RBC for both registered and non-registered products.
  • Oct. 2006 to Dec. 2006 - Developed in association with ChrisMathers Inc AML/CFT compliance program for MINT Inc, a leading payment solution and prepaid card company in Canada.
  • Jun. 2006 - IMF/FIRST Initiative Technical Expert for AML/CFT Workshop for Caribbean Insurance Supervisors, Tortola, British Virgin Islands. Presentations included (i) developing a risk based-approach, (ii) effective AML/CFT off-site surveillance, (iii) effective communication of AML/CFT on-site inspection results and (iv) domestic cooperation.

  • Provided technical support and expert guidance to the Information Technology Division to automate financial and statistical reports including Balance Sheet and P&L statements use for capital adequacy and solvency computation. This resulted in a 50% increase in statistical returns and significant improvement in the accuracy of financial and statistical data reported for the banking sector.
  • Conducted research on, and made recommendations for, improving the legislative framework and regulatory environment for MSBs, building societies and credit unions. The recommendations resulted in the enactment of legislation relating to the licensing of, and AML/CFT requirements for, these types of financial institutions.
  • Provided expert guidance to the banking and insurance supervision divisions on the accuracy and integrity of data used for the computation of the risk weighted capital adequacy ratio and solvency margins.
  • Co-ordinated and conducted in-house training.

  • Prepared quarterly financial analysis of banks including profitability analysis, and the assessment of liquidity, asset quality and capital adequacy.
